试试看。

1. On your taskbar menu, click Start or with the icon that looks like this .

2. Go to Control Panel, then click Clock, Language, and Region.

3. Click Region and Language, then a new window will appear.

4. Go to Administrative tab.

5. As you can see, current language is in English (Australia).

6. So for our example only, we would like to change language into Chinese (simplified), click Change system locale. Click the arrowhead to see other language options.

7. Find Chinese (Simplified, PRC), by dragging the scroll up or down.

8. Click Chinese (Simplified, PRC).

9. Click OK.

10. New window will open, and will prompt you that in order to apply the changes you made, you have to restart your PC. Read the caution first before clicking Restart now! You don’t want to lose critical tasks you are working on.

11. Now you know how to change language on Windows 7 for non-unicode programs.

简体中文，不过貌似不是skype的问题，其他software都一样，notepad也是。
